The Road Ahead - 34|Ready Legislation

34|Ready Legislation is a proposed resolution and bill that we can introduce to our state legislatures to initiate action toward readiness for when 34 states call a convention. Convention of States Action has model 34|Ready Legislation which legislatures can modify as they see fit.

hat occurs once a state 

passes a resolution 

applying for an Article 

V Convention? Although this 

is a huge step forward in our 

mission at Convention of States 

Action, our work to prepare for 

the convention is far from over.   

By advocating for states to adopt 

34|Ready legislation, we can 

help  ensure a smooth start to the 

convention once 34 states have 

applied and the call is issued. We are 

all working towards the same goal of 

ensuring we establish term limits, put 

fiscal restraints on Congress, and stop 

federal overreach. One way we can 

continue to be proactive in this mission 

is to pass 34
Ready Legislation. 

Passing 34
Ready Legislation may 

also be a good option for states that 

are stalled in their efforts to pass the 

resolution applying for the convention.
1.  What is 34|Ready Legislation?
34
Ready Legislation is a proposed 

resolution and bill that we can 

introduce to our state legislatures to 

initiate action toward readiness for 

when 34 states call a convention. 

Convention of States Action has 

model 34
Ready Legislation which 

legislatures can modify as they see fit. 
The model language consists of two 

key components: 

I.  A model resolution suggesting 

procedures for selecting, 

instructing, and overseeing 

commissioners.

II. A model bill enacting criminal 

penalties for commissioners 

violating their commission and 

for individuals interfering with 

a commissioner in fulfilling 

their duties.

In other words, since the Article 

V resolution does not specifically 

address the procedures by which 

the state’s commissioners will be 

selected nor how they are governed 

during the convention, passing this 

resolution further prepares the state

make it clear from the outset that 
commissioners’ actions will be strictly 
limited and protected..

3.  In what way does 34|Ready Legis-

lation impact the state’s Article V 

resolution?

The 34
Ready measures establish 

procedures for the state to take part 

in an Article V convention. They can 

be an important step toward passing 

our Article V application in the future, 

as they address concerns lawmakers 

typically have about procedural details. 

They also offer clear rules and penalties 

for commissioners who do not follow 

their duties, alongside the protections 

already provided by common law.
4. What can I do to help pass 

34|Ready Legislation?

Sixteen states have passed legislation 

similar to 34
Ready prior to the 

introduction of our 34
Ready model 

legislation. However, our work is far 

from complete. One key way you can 

help ensure that our model legislation 

is considered by your state legislature 

is by reaching out to your state legislators 

via email with information about our 

model legislation.
The first step is to consult with your 

state team to determine whether there 

is already a sponsor for the legislation 

in your state and to assess what kind of 

legislator outreach is still needed. Your 

state team can help guide you on the 

next steps and ensure that efforts are 

coordinated effectively. We can provide 

a sample email that you can customize 

and send to your legislators once you’ve 

connected with your state team.
