State's Role in Federal Restraint Testimony

| Mr. Chairman The Founders designed the constitution with many Checks-and-Balances. Most are familiar with the Checks-and-Balances between the three branches of the federal government. The Founders also gave the State governments two very important Checks-and-Balances tools. Prior to the 17th amendment, US Senators were elected by state legislatures. US Congressmen were elected by the citizens. With the ratification of the 17th amendment, our Senators were directly elected by the citizens, and the State Legislatures relinquished this very important check and balance. The second State Legislature check-n-balance is Article V. Article V of the U.S. Constitution outlines the process for amending the Constitution, allowing amendments to be proposed either by a two-thirds vote in both houses of Congress or by a convention, limited by topic, called for by two-thirds of state legislatures. The founders feared that the day would come when the Federal Government would need to be reigned in by the States. The Convention of States for Proposing Amendments is that tool. The time has come for the state legislatures to use Article V via this bill {bill name here} to: * Impose fiscal restraints on the federal government * limit the power and jurisdiction of the federal government * impose term limits on its officials and members of Congress Do not relinquish your role in Article V and look the other way while our out of control Federal government steals the future of our children. On January 30, 1913 Montana voted to ratify the 17th Amendment, will history judge this 2025 legislature the same? Thank you for the opportunity to address you today.
