![]() Mr. Chairman, We are often asked what we expect to happen at an amendments proposing convention of states. Convention of States Action, the organization that is supporting the application you are reviewing today, held a mock amendments convention nearly two years ago in Texas. Delegates from 49 states gathered in person. The Convention was strictly bound by the subject matter in the application before you. After spirited debate, limited by the short duration of the mock format, the convention proposed the following amendments: 1. Term Limits for Congress 2. An amendment that specified the US Supreme Court is comprised of nine justices and that allowed any of the several states to bring an action challenging the Constitutionality of any action of the Executive Branch or Congress before the Supreme Court. 3. A fiscal restraint amendment that specified deadlines for the federal budget and required a two thirds majority to exceed spending limits and to raise taxes 4. An amendment that provides a strict definition of what commerce is under the Commerce clause and restrictions on Congress’s ability to offload rule making on to the Executive Branch. 5. Give state legislatures the ability to abrogate federal laws and regulations if a majority of the states vote to do so. 6. An amendment limiting the federal government’s ownership and control of land This was a mock convention. These are not amendments that are being proposed today. They are merely symbolic of what is possible from this process. I would be happy to provide a full copy of the mock amendments to this committee for the record. What the mock convention shows is that our application would allow a great opportunity for the states to engage in a robust conversation about reigning in federal power. Delegates would most certainly need to consider the ability of any amendments to clear 38 state threshold required for ratification. This is the beauty of our Constitutional design. However, these types of ideas coming from an amendments convention would certainly be the catalyst for a long overdue debate on critical issues among We The People. We are not getting this opportunity from Congress. They have no interest in these issues. Please give us the opportunity to have the states and the People use the Constitution to save the Constitution. Support [bill name here] |
