| While COS Pennsylvania has been busy trying to get our own Article V resolution passed, other state and national teams have been busy with parallel initiatives. Below is a summary (email excerpt from Rita Peters - Senior Legislative Strategist) of the astonishing work the COS National Team has been up to in the last few months. Please take a moment to read through the updates from around the country. Preparing for Convention Day with 34|Ready Legislation As state legislators increasingly recognize the inevitability of an Article V convention, they are taking steps to ready their states for participation. Our teams provide them with expert-drafted model legislation to help states choose, instruct, and oversee their commissioners — including penalties for exceeding their authority. Whether legislators adopt our model or create their own, we advocate for strong procedural preparation by educating lawmakers and providing testimony at hearings. This year, our Indiana team successfully helped pass the Hoosier State's 34|Ready legislation! Passing Legislation in Defense of Federalism, Freedom, and Fundamental Rights In states where our COS Resolution has already passed––as well as in states where it is unlikely to pass in the near future––our team is actively working to pass legislation that advocates for Federalism, Freedom, or Fundamental Rights (our “F3” initiative). So far this year, our team has been deployed to defend parental rights, rights of conscience, protect children from transgender medical procedures, and more. In many cases, we've been honored to partner with like-minded organizations like Alliance Defending Freedom, whose attorneys and policy experts have developed the first-rate policy language introduced as state legislation. Their legal and policy expertise, paired with our grassroots firepower, has proven to be a powerful winning combination. So far this year, our grassroots teams have supported an incredible 99 bills! Of those, 33 passed in committee, and 19 went on to pass in the first chamber. As of the end of the first quarter of 2025, 9 of the bills our teams supported have officially been passed in their state legislatures! This is the result of over 99,900 individual contacts made by grassroots supporters to legislators so far this year––and we aren't finished yet! Training an Engaged Army of Grassroots Activists Our grassroots team isn't just the biggest in the nation––it's also the most highly trained. We offer education, training, and personal mentorship to make sure our volunteers and leaders have a deep understanding of each issue, including topics like individual liberty and constitutionally limited government. To make that possible, we've designed a complete curriculum of courses, known as COS University, designed to transform inexperienced volunteers into effective grassroots activists. Then we personally reach out to each leader to provide ongoing learning opportunities with thoughtfully crafted webinars, podcasts, written materials, and mentoring programs. High tech is great, but we know that “high touch” and personal mentorship is often what a volunteer needs to reach his or her full potential. State-of-the-Art Messaging We've implemented new cutting-edge technology tools to ensure that our message spreads with maximum effectiveness. Some of our newest include: Quorum––This state-of-the-art platform allows us to build a separate landing page for each issue or bill and provide our activists with personalized and customized messaging for each legislator, depending upon their known stance on each piece of legislation. With the assistance of AI, the pre-drafted messaging gets re-written into dozens of variations so that a legislator doesn't receive a lot of duplicate messages that scream “form letter.” The “Social Media Warrior” Legislative Engagement Project––Our legislative department is using first-class video reels and engaging memes to impact target legislators, both at key points during session and throughout the year. Every weekday of the year, selected legislators are “tagged” by grassroots in social media posts specifically designed to impact them. |
