Next Steps North Carolina

The next steps for COS bills HJR 379 and HB 214 in the North Carolina General Assembly


House Joint Resolution 379 (support for the COS resolution) and House Bill 214 (Faithful Commissioner Act) both passed in the North Carolina House of Representatives on May 7. These just made the deadline to be considered as CROSSOVERS. This means that they cross over to the Senate for consideration. The bills must be passed in both chambers to be enacted.

Where do the resolution and bill go now? These must pass through the Senate Rules and Operations Committee first. A simple majority is required for a bill to move to the Senate floor for a vote, although leadership may move a bill directly to the floor.

Do these need a sponsor? No, but they need support. Generally, a bill will not be brought to the floor unless the majority caucus (currently the Republicans) deems it has enough votes to pass. We need leaders who will vocally and strongly support these in caucus and committee.

The Senate currently has over 700 bills on its docket. While our bills may not be the most critical to them at this time, I remind my legislators that these are vitally important to 100,000 petition signers in the state (or ____ number in their district). Numbers matter to legislators.

What is the deadline for voting on these? The Senate has no deadline; these bills fall within the two-year session calendar. It is imperative that we contact our senators to act on these promptly. You can find yours and their contact information at this link: https://www.ncleg.gov/FindYourLegislators.

I also like to remind them that passage of these, making us the 20th state to pass the COS resolution, will be hailed across the nation, and North Carolina will receive much publicity–especially if passed before the COS Leadership Summit in September.

So we do not need baby steps at this time, but some purposeful strides. Our legislators have received tens of thousands of notices from across the nation to move in support of these bills quickly. Let us do the same.
