Fact Actually, we’ve never been more divided than we were in 1861 when we were literally about to start slaughtering each other in farm fields. What else were we doing in 1861? We were holding the Washington Peace Conference, a convention of states to help stave off that war. State-led, State-controlled The states controlled the convention. The states voted as states.
