This previously unreleased testimony was given in March 2021 before a South Carolina legislative committee in favor of the Convention of States Action resolution for an Article V convention that can propose amendments on three topics: term limits on Congress and federal officials, fiscal restraints on the federal government, and other limits on the federal government. The committee advanced the resolution by a vote of 3-2, and South Carolina later became the 19th state to successfully join the movement.
