“Shorts” of First State Committee Hearing of 2025-First State Victory – Watch South Dakota Do It!


The Mount Rushmore State – South Dakota held the first Committee hearing of the year on the Convention of States (COS) Joint Resolution SJR 502 and produced the first COS Victory of 2025!   

The South Dakota, Senate State Affairs Committee hearing voted 8 to 1 for the Joint Resolution.  It has ten Primary Sponsors.

Here are some “shorts” that will give you a good summary of the hearing and its implications.

Rita Peters, Senior Vice President of Legislative Affairs introduced the video, and shared the COS South Dakota Strategy.  She also noted that Senator Rick Santorum will have the opportunity to rebut the opposition testimony.

COS grassroots volunteers attending were asked to stand up, so the Committee members can see the strong support for the Joint Resolution.  

After the 8 to 1 vote. the bill is expected to be read to the Senate Floor today, and then it goes to the Senate Floor for a vote as early as next Tuesday.

A Little history, South Dakota has been trying to pass the COS Resolution for 10 years. The belief was that the votes on the floor would be postive. But for the past 10 years legislative leadership has blocked us. Mark Meckler, President and Co-Founder of Convention of States broadly smiled an commented “What a difference a year makes!” 

Very impressive Testimony by the SD COS Team. The number of testifying South Dakotans for SJR 502 far numbed the few opposed.

Some of Meckler’s comments were “Really exciting suff. Senator Santorum knocked it out of the park.”  “Shirlee Meier South Dakota, COS State Director is a “force of nature”. She has been with us the whole time. She has been a stalworth leader. I believe we are going to get this done.”

Also Meckler reflected “I think one of the most memorable moments for me was the first gentleman who testified, I think his name was Peter and listening to the fear. I understand the fear.  Very often fear is irrational.  And that is what I heard out of the opponents, irrational fear.

They don't understand the way this works. They don't care to understand the way this works, because they are overcome by fear.

The only thing that comes out of the Convention is a suggestion. Senator Santorum talked about this. The only thing that comes out of these Conventions is a suggestion. We could call it a suggesting Convention of States.” 

Regional Director and long-time South Dakotan Deanna Beckett   also gave some very emotional remarks. She has been testifying in South Dakota for 7 or 8 years in a row and she is very excited about this victory.

2025 does seem to be a different year.  It is starting out with a winning record!
