Doug Kary MT Testimony: Response to Con-Con
Attachment: 4632/Doug_Kary_MT_Testimony_-_Response_to_Con-Con.docx
| We the People, through our State Legislature, must begin the hard work of restoring constitutional government before it is too late. The time to act is NOW. I am proud to support this call for a Convention of States The Framers of our Constitution constructed Article V to allow the states to intervene should the federal government cease to live under a proper interpretation of the Constitution. We have found ourselves in that situation for some time. All the subject matter for proposed amendments in this application will expand liberty for citizens and reduce tyrannical forces dominating the federal government today. There is nothing in this application that is risky, dangerous or irresponsible. In fact, in this resolution it represents a first step toward restoration of a constitutional order in these United States. Consideration and adoption of proposed amendments out of the Convention would take place within the strict parameters of our Constitution. Our Constitution requires 38 states to approve amendments that are proposed by Congress or the States. This is not a “runaway convention”. You will hear from opponents today referring to The Convention of States as a Con-Con. A made-up word by the John Birch Society to persuade individuals to believe something (to lead individuals to believe) that Con-Con means a Constitutional Convention a made-up word. Con; means. · verb > · persuade (someone) to do or believe something, typically by using deception: “I conned him into giving me your home number”! · noun > · an instance of deceiving or tricking someone: “a con artist” So, it could be assumed that Con- Con should mean persuading, through deception by a con artist. Remember you will more than likely hear this term used today. Well as long as we are speaking about the Con-Con, you may be hearing from a Robert Brown today. Now Robert claims to be a “Constitutional Expert”. He has no background in Constitutional Law that could be found. He has only served as a field coordinator and regional field director for the John Birch Society. He purports himself as an Expert Witness on Constitutional Issues, before state legislators as well as being a guest on radio and television shows. Neither qualifies you to be an Expert. I did look up “how to become a Constitutional Expert and found that you could purchase a book on How to become a Constitutional Expert, along with How to become a plumber, doctor, and numerous other professions. However, without proper education in LAW and only then center your education on Constitutional law and why it was written and is interpreted and its background. Then and only then would someone be allowed to call themselves a professional in the practice of being an expert on Our Constitution. As a firm believer in our First Amendment Rights, yes, but not utilize free speech to mislead state legislators on matters of Law & Policy especially under false credentials. Today you will hear from the proponent that there are so many unanswered questions such as How will a Convention of States, * Choose their delegates (that is up to each individual state to decide) * How many delegates per state? (will not matter as only one vote per state will be allowed) * Expenses, who will pay them? The State’s are responsible for the expenses for the delegates. * Who will be Chairman? (Just like State and Federal, He or She will be elected by their peers. * Where will the meeting be held? (That also will be decided by the delegates). * Who will be responsible for the safety of the delegates? (Local Law enforcement). Delegates will be allowed to propose more than what is outlined in this Resolution That is akin to saying Legislators will outlaw the Judicial system and executive branches. We the People, through our State Legislature, must begin the hard work of restoring constitutional government before it is too late. The time to act is now. I am proud to support this call for a Convention of States and ask you to support this Joint Resolution supporting the call for a Convention of States! Doug Kary |
