| Federal overreach may sound like an abstract topic — something that only persnickety constitutionalists would worry about — but it impacts all of us. Government intervention often stands as a barrier between ingenuity and human flourishing. You may have an idea and the drive to make it happen, only to watch in disappointment as the project loses steam in a thicket of laborious rules, rules, rules. Not only will that affect you and your business, but it may also affect the community; the cost of compliance is often passed on to consumers. When you first set out to chase the American Dream, you probably didn’t picture yourself filling out paperwork for hours, fretting about mistakenly violating one of the 10,000 commandments of bureaucratic law, or shuttering your business during government-mandated lockdowns, did you? Unfortunately, that’s the reality of owning a small business for many Americans. As the United States Chamber of Commerce (USCC) recently admitted, “overreaching regulations are putting a severe strain on the workforce, time, productivity, and budgets of American businesses of all sizes, stifling economic growth and wages across the country.” According to 2024 data from the USCC, more than half of small business owners say “regulatory compliance requirements make it harder for them to grow their business,” nearly 70% believe they spend “more per employee to comply with regulations than larger competitors,” and 47% worry “their business spends too much time fulfilling regulatory compliance requirements.” Red tape may be necessary to a certain extent. But why do we make our entrepreneurs and business owners jump through a thousand hoops just to file their taxes or change a lightbulb when they could be using that time to contribute more positively to their communities? As President and CEO of the USCC, Suzanne P. Clark, predicted in her 2025 State of American Business address, “this unprecedented bureaucratic micromanagement of business will cost the economy $1.8 trillion and trickle down into Americans’ lives and pocketbooks through higher prices, lower wages, and fewer jobs.” If all of this sounds somewhat technical to you, the point is this: if you decide to start a business, you will be encumbered by an overlong list of dos and don’ts. If you already own a small business — according to the Small Business Administration, 99.9% of American businesses are “small” — the government is likely peering over your shoulder, adding potentially thousands of hours to your already busy work schedule. And lastly, if you shop at small businesses — or wish you could support them over big corporations like Amazon — you will likely be forced to cough up the extra cost. All that and more, courtesy of the “help” of the federal government. Again, red tape may be necessary in limited cases. But do we really think this tangled web of “small, complicated, minute, and uniform rules” will herald a new dawn of American prosperity? It seems more likely, as Alexis de Tocqueville predicted, to drag us in the opposite direction, towards petty tyranny. That’s why calling an Article V convention for a balanced budget amendment or term limits isn’t enough. To truly reignite the American Dream, we must also limit the power and jurisdiction of the federal government. If we fail to do that, self-governance and entrepreneurship will continue to wither, as statism and the powers of the federal government flourish. Consider the testimony of Mark Pukita, a COS supporter, entrepreneur, and business founder: “The Convention of States effort is not merely a political maneuver,” he said. “It is a clarion call for the revival of the American dream. It seeks to create a fertile ground for entrepreneurs to thrive, unencumbered by excessive regulation, and to guarantee that the personal freedoms our forebears fought for remain intact. By supporting this cause, we champion a future where innovation, prosperity, and freedom are the hallmarks of our nation.” Many small business owners have been attracted to COS for these reasons.
