Convention of States
is a national grassroots movement
millions of patriots strong. With a
forceful presence in each state, our
volunteers act to inspire our state
legislators to invoke Article V of the U.S.
Constitution.
With this powerful instrument given
to us by our Founders to safeguard
against tyranny, the states can propose
amendments to the Constitution that
can reduce the power and jurisdiction of
the federal government.

Uninhibited Federal Government
The overreach of our federal government
is undeniably excessive. In addition
to a soaring national debt, American
citizens have recently endured egregious
violations of our liberties. Informed
patriots know it is past time to use the
tool the Founders gave us to fight tyranny
and restore self-governance.
Convention of States
“We The People” know that the only
way to take on the Washington elites is
to bypass them by way of a Convention
of States. Our national movement is
working to invoke Article V of the U.S.
Constitution, unite the states in this
effort, and propose amendments that
advance liberty.
A total of 34 states must pass our
resolution to call a convention - and we’re
over halfway there! As our resolution
proposes, the platform of a convention is
strictly limited to three subjects:
• Impose fiscal restraints on the federal
government
• Limit the power, scope, and
jurisdiction of the federal government
• Set term limits on Congress and
federal officials
Amending the Constitution
Article V of the Constitution provides
two ways to propose amendments to
the Constitution. Amendments can be
proposed both through Congress and
by state convention. In either case, a
proposed amendment does not become
law until it is passed by 38 states, which is a
supermajority of the 50 states.
To date, Congress has proposed 33
amendments, 27 of which have been
adopted. The importance of Article V
and the amendment process cannot be
overstated. Amending the Constitution
brought us the Bill of Rights and other
entitlements Americans cherish.
No amendment has ever been proposed
through state convention, circumventing
the U.S. Congress. The Convention
of States Project proposes
it’s high time the states
call such a convention to
rein in our unrestrained
federal government and
set term limits for federal
offices. These are duties
that will never originate in
Washington D.C.
The Legislative Process
Currently just under half of U.S.
states have passed a COS resolution.
A “passed” state implies that both
houses of a state’s respective
chambers have formally agreed to
hold a convention. Boasting more
than 118,000 petition signers calling
for a convention, Ohio has seen active
legislation, but has yet to pass the
resolution. The COS team in Ohio
continues to work tirelessly to educate
state legislators in this safe, legal, and
effective method of advocating for
liberty.
Congress will never impose restraints
on itself. But the financial situation of
our country under the power of elite
bureaucrats is grave. The Convention
of States Project believes, as do many
state legislators nationwide, that the
only effective way to propose the
profound changes necessary at the
federal level is by
calling a
convention of
states.
