Debate about COS resolution expected in Kansas Senate

Article V in the heartland today.


Legislative debate about calling an Article V convention moves to America's heartland on February 26 as the Kansas Senate is expected to take up Senate Concurrent Resolution 1604 – the COS resolution – during a session scheduled to begin at 1:00 p.m. ET/12:00 p.m. CT

The debate in Kansas will be preceded by a vote regarding the COS resolution in an Iowa House committee in the morning. 

While at this point it is unknown exactly when during the session SCR 1604 will be debated in Topeka, full coverage will be presented on COS LIVE: 

SCR 1604 was passed favorably out of the Senate Committee on Federal and State Affairs by voice vote on February 13.

As you may recall, the Kansas legislature had previously approved a COS resolution with majority votes in both the House and Senate. Yet a peculiar and controversial Kansas legislative wrinkle known as the “Roe Rule” (introduced in 1974 to guarantee abortion rights) requires a two-thirds supermajority for Article V convention bills, which prevented final passage.

The Kansas COS team made sure that the COS application was reintroduced during this latest session of the legislature. Testimony was heard in the Senate Committee on Federal and State Affairs earlier this month.

UPDATE: It is likely that the Senate will get around to SCR 1604 later in the afternoon, perhaps close to 4:00 ET/3:00 CT
