Dear Connecticut Legislator


Dear (State Legislator), 


On behalf of Connecticut’s Convention of States grassroots army, we ask for your support of 
HJ-23, which is the application for an Article V Convention to propose constitutional amendments that will:  1) impose fiscal restraints on the federal government, 2) limit its power and jurisdiction, and 3) set term limits for federal officials and bureaucrats. 

While the philosophical differences between Democrats and Republicans remain strong, most Americans are united in their dissatisfaction with the federal government. Members of both parties, including Independents, agree that it is time for states to step in to impose some limits on the federal government. 

National bipartisan polling data shows: 
•    88% of Americans support term limits;
•    71% believe that more limitations upon federal power are necessary; and
•    68% favor a meeting of the states to propose amendments to the Constitution that would establish term limits, impose spending limits, and curb federal government power.

Additionally, 59% of those polled have greater trust in you – the state legislators who live and work near them – than their federal representatives in Washington, D.C.

Furthermore, people of every political stripe feel so strongly about the need to restrain Washington that they say they will cross party lines to vote for candidates who support this effort to leverage the states’ power against the federal behemoth. In a separate poll in the swing state of Pennsylvania, for instance, 70% of Democrats and 69% of Republicans said they would cross party lines on this issue. 

Article V of our Constitution contains a process the states can use to disrupt the status quo and impose real reforms – and the American people are clamoring for them to use it. Nineteen of the thirty-four states needed have already joined the effort.


Since the earliest days of our fledgling Republic, Americans who don’t agree on much of anything have banded together to defend themselves against existential threats. Today, our biggest threat comes from a federal government that is overstepping its boundaries. But we, the people, working through you, our state legislators, have the power to set things straight, and we’re refreshingly united in our resolve to use it. 


Approximately, 20,000 citizens in Connecticut have signed the petition in support of an Article V Convention of States. Please support the Convention of States Action resolution in this session.
