COS Simulation Results

Mr. Chairman, thank you for the opportunity to speak before you today. My name is Dave Douglas, and I drove nearly four hours from Thompson Falls - House District 14 - to be here today. I volunteered my time and covered my own travel expenses because I believe a Convention of States is critically important for the future of our nation.

To provide insight, if one were to take place… Nearly two years ago, in Williamsburg, Virginia delegates from 49 states participated in a simulation where they strongly debated the issues outlined in the application before you today.

The convention resulted several proposals that included items such as:

* Term limits
* Protection from “packing the Supreme Court”
* Legal standing for states to challenge unfair federal actions
* Fiscal restraints
* Interstate Commerce
* Balance of power between states and the federal government
* Limitations on federal land ownership and governance

These are only highlights of the proposals, but I would be happy to provide a copy of the Official Proposals for your review. Because you will see that you have the power to overcome some of the most serious challenges we face today.

Some argue that the simulation had a majority of Republican participants and therefore makes COS partisan, but this is not true. COS is a bipartisan effort, with strong support from both Democratic and Republican voters alike.

It’s important to note that any proposals from an officially convened Convention would still require ratification by 38 states. This high threshold serves as a critical safeguard, ensuring broad, bipartisan support and providing an additional check-and-balance to protect against partisan or extreme measures.

Congress has failed time and time again to correct the issues previously stated, and I don’t see that changing anytime soon. So it's up to us, We the People, to use the tools provided us by the founding fathers who had the insight to write Article V exactly for times like these.

I urge you to support HJ5 and let Article V save us all from an out-of-control federal government.
