COS Pennsylvania Volunteer News - State Petition Coordinator


A new and unique volunteer position has been added to the COSA PA state leadership team in late 2024. Pat Eves has been selected to become the State’s Petition Coordinator. Pat had initially onboarded as a State Information Analyst (SIA) in early 2024 but quickly identified a need to manage and support the petition process, our COS state “currency”. Petitions are our primary method for contacting our state reps and senators, requesting that they support the COS mission.

For the past year, Pat has been gathering petition data to 1) produce metrics, and 2) identify areas for improvement. The metrics gathering and reporting provide a unique insight into the effectiveness of Pennsylvania’s and National’s petition campaigns and are used as a basis for making improvements. This information is shared with the State Leadership Team to discuss potential changes.

There are currently two areas that we are working to improve accuracy and effectiveness. The first is to analyze where the petitions are coming from and the effectiveness of the campaigns. We discovered that 80% of the petitions were generated from Social Media (mostly National campaigns), with a higher percentage of volunteers resulting from our “PA-based events”. Based on this information, we are in the process of building out our social media group to develop specific messages for our potential PA residents.

The second area of improvement was the discovery of petition data entry errors that result in incorrect addresses, and missing or erroneous emails and phone numbers. The petition signer’s address is critical for the validity of the COS Petition. A valid email address is required to send an email to the petitioner’s state representatives indicating their support for COS. Additionally, the email & phone number are useful information for the state representatives if they desire to add them to their media campaigns. After much research, the team developed and tested a solution that resolves almost all of the petition defects during the Follow-up Tool (FUT) process. Petition Validation Process.
