Colorado COSA Summary of Success 

The Colorado Convention of States Action (COSA) team has accomplished 
historical success over the course of 12 years.  The historical record of petition 
signers in Colorado was a steady increase from 2014-2021, yet the Article V 
Application was never introduced within the Colorado State Legislature during this 
timeframe.  Afterwards, there was a shift in what success looked like in Colorado.  
Even though the number of petition signers dropped from 2022-2024 as compared 
to previous years, the Colorado COSA team successfully introduced the Article V 
Application for three consecutive years within the Colorado State Legislature.  
Each year had a significant increase in witness testimonies as a strong 
demonstration of support for an Article V “Convention for proposing 
Amendments.”  Colorado is a very tough state, and future success is bound to 
continue even it takes on a different form.

There are multiple reasons for the historical shift in success across Colorado, and it 
is difficult to determine the exact cause and effect relationships.  However, there is 
some general historical background that can help explain some of the reasons. 
 
What are the reasons for the high # of petition signer numbers in 2018-2021? 



 

Saturation of the Colorado population that agrees with the Article V 
Convention platform (term limits, constraining federal overreach, fiscal 
restraints)  



 

Exhausted those events (e.g., gun shows and state fair) where to find 
Colorado citizens that support it 



 

COVID tyranny experienced in 2020-2021 



 

Immediate withdrawal from Afghanistan in 2021 (i.e., Biden effect) 

  
In 2020, Colorado lost significant executive leadership to include a former State 
Director, Regional Captains, District Captains, and a former State Grassroots 
Coordinator.  The sudden loss of multiple leaders threw the Colorado team into 
disarray.  It would take another year for new leadership to come on board in 2021-
2022 with a new State Director, Legislative Liaison, and Veterans Coalition 
Director (VCD).  In 2022, the overall COVID restrictions and mandates were 
lifted, and people went back to work and school.  Thus, Colorado saw a dip in 
petition signers, and it seem Colorado was starting to receive duplicate petition 
signers at the same events such as gun shows.  Eventually, the Colorado team 
began to grow again with new Regional Captains, District Captains, and other 
active volunteers who would support the success of introducing the Article V 
Application in 2022-2024.    

Regardless of national political conditions or changes in Colorado leadership, the 
Heavenly Father is ultimately in charge!  God will direct any continued success 
and outcomes within Colorado.
