California Lobby Day 2025

| California Convention of States Team, CA COS, holds several local and regional events throughout the year spreading the word, recruiting and getting petition signers for COS, which culminate with Lobby Day. The purpose of Lobby Day is to discuss and move forward the Constitutional Article V Convention of States to the State Legislature for amendments that propose a limited government, term limits, and fiscal responsibility. This year six people attended Lobby Day on Wednesday, April 2, 2025. The beautiful sunny day in Sacramento, California complemented the hustle and bustle of the Capitol building with the people traffic. Alison Moon, the current State Grassroots Coordinator, manned the table on the Capitol lawn, while Rusty Moon, District Captain Joel Kwiatkowski, Linda Kwiatkowski, current State Director Mary Hebert, and Regional Director Andrew Lusch all attended and contributed to its success. Mary Hebert noted that it was at first out of her comfort zone and therefore overwhelming and even had reservations, thinking, “What am I doing here?” But with the help of the experienced leadership of then-State Director Alison Moon, who set out a clear mission for the whole team to distribute materials to all 120 California Legislator offices, along with teaming up with Rusty Moon who is a natural conversationalist, and meeting with a legislative aid making her realize the legislatures and aids are just ordinary people, Mary focused on the task at hand, contributing to Lobby Day’s success. This year the CA COS team focused not on introducing the COS resolution, but rather a resolution to set up how delegates would be chosen, and the laws the delegate would abide by. Mary Hebert noted that this new approach seemed to help get the attention of some of the legislative aids she met with. The general response from aids being making eye contact and saying, “Hmmm, interesting.” District Captain Joel Kwiatkowski also noted that state officials were cordial and cooperative but didn’t always agree with the resolution, even if they genuinely understood it or thought they understood it. He was able to provide a summary explanation, which helped him with the overall mission. Lobby Day 2025’s attendance wasn’t as high as in the past, but it was a huge success due to the clear mission laid out by Alison Moon and the COS team who attended.
