Basic State Veterans Coalition Organizational Chart 

 
The States Veterans Coalition within the Convention of States Action (COS) is a 
structured, volunteer-driven organization designed to mobilize and empower veterans in 
support of the COS mission. The coalition operates as an integral part of each state's COS 
team, with defined roles and a clear chain of command to ensure effective grassroots 
advocacy and communication. 
 
1.  

State Veterans Coalition Director (SVCD)

: The SVCD is the primary leader and 

organizer of the veterans coalition within the state. The SVCD reports directly to the 
State Director. Their responsibilities include: 
 

● 

Recruiting and developing the Veterans Coalition Director (VCD) for each House 
District, and if applicable each region. 

● 

Serving as the main link between the state team and the veteran volunteers. 

● 

Overseeing outreach, training, and activation of veteran supporters. 

● 

Coordinating with other state leaders (such as the Grassroots Coordinator and 
Events Coordinator) to integrate veterans' efforts into the broader state strategy. 

● 

Participating in state and national leadership calls, and reporting progress to the 
State Director. 

 

2.  

Veterans Coalition Director (VCD)

: Appointed for each House District (region if 

applicable) within the state, the VCD works under the guidance of the SVCD. They lead 
the VCD Team. Their main duties include: 
 

● 

Leading outreach and engagement efforts among veterans in their assigned area. 

● 

Training and mentoring VCD Team members and other veteran volunteers. 

● 

Building relationships with local Veteran Service Organizations (VSOs). 

● 

Reporting regularly to the SVCD and participating in coalition meetings and calls. 
 

3.  

VCD Team

: Veteran volunteers within their House District who assist the VCD in 

their district. They help with recruiting, event organization, legislative outreach, and 
maintaining communication with veteran supporters. They are the front-line activists who 
execute the coalition's grassroots initiatives.
