It makes perfect sense for the entire General Assembly to support the most nonpartisan, nonpolitical Bill they will see in the 2026 Session.


Just suppose Democrats run the table in November 2025 to capture all three statewide offices and increase majorities in both Chambers of the General Assembly in 2026.

With that increased power, Democrats might decide to join states like California, Washington, Minnesota, Michigan, New York, New Jersey, Massachusetts and Maryland, and endorse an Article V Amendment Convention as the preferred way to propose amendments to the Constitution.

Reproductive Rights, Immigrant Protection, Gun Control, and Open Voting, would be very popular among the states mentioned above. They might be able to quickly get close to 34 states to approve Article V Petitions to consider those amendments.

Now, suppose this idea springs to life quickly and an Amendment Convention call comes in June or July of 2026 or 2027. Virginia’s empowered Democrat government would certainly want to participate in the convention and send a delegation.

But wait!! How will Delegates be chosen and managed? How will the General Assembly maintain control of the process? What could be done if one or more Delegates ignores their commission and goes rogue, not supporting the delegation decisions?

These pitfalls are completely avoidable. Legislation that states how Delegates are selected and managed and what penalties apply to Delegates who violate their instructions solves all of those issues.

Therefore, it makes sense to pass controlling legislation now, so IF a convention is called, the process and procedures to send a delegation to the convention are already in place.  

Here is a bonus for you. Republicans also favor this legislation. No matter who might call for a convention, the same legislation for selection and management of delegates is needed.
