| \\ \\ \\ \\ {{:public:cb_mirror:files_29855_pdfto001.png?nolink&918x1188|}}\\ \\ **Testimony-1 Intro to SJ2**\\ \\ Mr/Mrs Chairperson.\\ \\ Thank you for allowing my testimony on SJ2 today.\\ \\ Our founding fathers wrote the Constitution and created a federal government with three \\ branches. These three co-equal federal branches checked and balanced each other. The \\ intent was to prevent any branch from overstepping its constitutional role. \\ \\ Other equally important checks/balances were designed to address the concerns of the anti-\\ federalist who opposed a strong central government. One of these state-federal checks was \\ that the states legislatures directly nominated their federal Senators. Another is built into the \\ Constitutional Amendment process as defined in Article V.\\ \\ With the ratification of the 17th amendment, our Senators were directly elected by the citizens, \\ and the State Legislatures relinquished this very important check and balance.\\ \\ Article V initially was drafted with only one pathway for proposing amendments to the \\ constitution.  Pathway#1 reads “The Congress, whenever two thirds of both Houses shall \\ deem it necessary, shall propose Amendments to this Constitution”.  All 27 amendments to our\\ constitution were proposed this way.\\ \\ However, in September of 1787, two days prior to adjourning the Constitutional Convention in \\ Philadelphia, George Mason, who Thomas Jefferson once referred to as “the wisest man of his\\ generation,” rose to plead for one more proposal.\\ \\ He expressed his fear that the federal government would eventually abuse the balance of \\ powers and need to be reined in by the states.\\ \\ He argued that a runaway government would not be willing to discipline or correct itself or \\ agree to measures that would restrict its power.\\ \\ The result of his plea was that the delegates voted to include the second method of amending \\ the Constitution. This method or pathway allows for the states via Conventions of States to \\ propose amendments to our Constitution.\\ \\ Proposal Pathway #2 reads “or, on the Application of the Legislatures of two thirds of the \\ several States, shall call a Convention for proposing Amendments, which, in either Case, shall \\ be valid to all Intents and Purposes, as Part of this Constitution”.\\ \\ \\ \\ {{:public:cb_mirror:files_29855_pdfto002.png?nolink&918x1188|}}\\ \\ Mason’s addition to Article V received 100% support from his fellow founders and was added \\ to Article V.\\ \\ In front of you today is SJ2.  SJ2’s purpose is to utilize what Mason and the founders gave us. \\ When passed, SJ2 will add Montana to the list of states, currently at 19, on the way to ⅔ or 34,\\ to  call for a Convention of States for Proposing Amendments limited to\\ \\ A.\\ \\ Imposing fiscal restraints on the federal government,\\ \\ B.\\ \\ Limit the power and jurisdiction of the federal government, and\\ \\ C.\\ \\ Limit the terms of office for its officials\\ \\ Do not relinquish your role in Article V and look the other way while our out of control Federal \\ government steals the future of our children.  On January 30, 1913 Montana voted to ratify the \\ 17th Amendment, will history judge this 2025 legislature the same?\\ \\ Thank you for the opportunity to address you today. Vote to take back your government. I \\ request you do the right thing and say yes to a Convention of States. Support {{:public:cb_mirror:ill name here?nolink&|}}
