Its legacy is preventing our state from joining in the only effort to impose real federal reform like Term Limits on Congress.\\ \\ Back in 1974, the year after the horrific Roe ruling, progressives in the Kansas legislature crafted a technical rule to protect the so-called “right to abortion” from a push to use Article V to overturn it with a constitutional amendment. Thankfully, the Supreme Court has now overturned Roe. But this technical legislative "[[https://conventionofstates.com/news/the-roe-rule|Roe rule]]" lives on, and it is preventing Kansas from using the U.S. Constitution to address the growing problem of federal overreach. \\ \\ **Will you help us end the “Roe rule” so that Kansas can join her sister states in imposing real federal reforms?** Here’s what you need to know:\\ \\ * To force spending limits, a balanced budget, term limits, and limitations on federal power on Washington, D.C., we need the Kansas legislature to pass a resolution to join with the 19 other states calling for a limited meeting of the states to propose constitutional amendments on these topics only.\\ * The governor does not have to sign this resolution.\\ * The Kansas Constitution requires a 2/3s majority to pass the resolution. But as the Kansas Attorney General has recognized in [[https://ksag.washburnlaw.edu/opinions/2019/2019-010.pdf|an official opinion]], that requirement is unenforceable, since the U.S. Constitution does not allow such restrictions to be imposed.\\ * The Kansas House’s “Roe rule” must be removed, by a simple majority vote in the House at the beginning of session, in order for our state to have the same ability as our sister states to use the Article V process that lets the states put the brakes on Washington. \\ \\ ====== YOU MUST ACT NOW! ======\\ \\ Don’t let your state representative go another year without joining the effort.
